Heartworm prevention - Is it really necessary in cold climates?

I live in Minnesota and my vet recommends year-round heartworm prevention, but I've heard from friends that it's not necessary in cold states because mosquitoes don't survive winter. Is this true? I want to do what's best for my dog but also don't want to give unnecessary medication.
